Grant Funding for OHV Recreation Exploration
The District received a planning grant from the State of California, Resources Agency, Off-Highway Motor Vehicle Recreation Division through the Department of Parks and Recreation Grants And Cooperative Agreements Program. The grant funding contributes $219,264.00 for all tasks under the Exploration for OHV Recreation Opportunities at Jordan Hill Road Park.
Feasibility Study and OHV Recreation Plan
PRPD is working with ICF Jones & Stokes associates to conduct a feasibility study. The Feasibility Study will develop a detailed Off-Highway Vehicle (OHV) Recreation Plan for the PRPD property on Jordan Hill Road. It will explore the possibility of building an OHV trailhead park on the 2.33-acre site and assess whether OHV use is feasible on nearby roads and trails. This includes evaluating routes across the Jordan Hill Road bridge over the West Branch Feather River, extending toward Stirling City or Concow Basin, and possibly creating a loop using existing roads.

The study will bring together all collected data to evaluate the opportunities and challenges of designing the OHV trail system. It will examine the feasibility of building a trailhead park at Jordan Hill Road and identify key land parcels and easements needed for the trail network. The study will explain how priorities were set and include details on the modeling process, with summaries, tables, and maps showing trail conditions, vegetation, wildlife, terrain, water features, land use, and nearby development. It will also analyze possible trail routes, estimating costs for design, permits, and construction. The report will consider challenges, opportunities, public feedback, environmental regulations, and how well each option meets PRPD’s goals. In the end, the study will recommend the best trail options based on social, environmental, and financial factors.
Project Timeline
- 2021 – Property donated by the Repanich Family.
- 2022 – Public outreach began to support a planning grant application to the State of California.
- 2023 – Applied for and received grant funding from the State of California Resources Agency, Off-Highway Motor Vehicle Recreation Division, through the Department of Parks and Recreation Grants and Cooperative Agreements Program.
- 2024 – The District issued a Request for Proposal for a feasibility study.
- 2025 – ICF conducts the feasibility study, including public outreach, with the study set for completion by 2026.
